Mark has been providing Davis & Harman LLP clients with expertise in taxation and insurance law since 1988. He specializes in the federal income tax treatment of life insurance and annuity contracts. His work on annuity contracts includes contracts issued as nonqualified annuities, as well as contracts issued in connection with IRAs, section 403(b) arrangements, qualified retirement plans and structured settlement arrangements. He also represents clients before the IRS and Treasury Department on insurance tax matters.
Mark frequently speaks and writes on the federal income taxation of insurance products. He is a co-editor of and contributing author to the Annuities Answer Book, a co-editor of and contributing author to the 403(b) Answer Book, and a co-author of two Bloomberg BNA Portfolios on the Income Tax Definition of Life Insurance and Annuity Contracts and the Income Taxation of Life Insurance and Annuity Contracts.
Prior to joining Davis & Harman LLP, Mark wan an Attorney-Advisor to Special Trial Judge Hu S. Vandevort, Jr. of the US Tax Court, and was a Tax Law Specialist at the National Office of the IRS.
He received his BA, magna cum laude, from Hamilton College in 1981; his JD, cum laude, from Syracuse University in 1984; and his LLM in Taxation from Georgetown University Law Center in 1988.
Mark is a member of the District of Columbia Bar, a member of the American Bar Association Section of Taxation, and a member and former officer of the Federal Bar Association Section of Taxation.
