Washington Legislative Outlook Authored by Davis & Harman Professionals Included in the SPARK Institute’s 2025 Marketplace Update

Davis & Harman Principal, Director of Government Relations, Chris Gaston, and Senior Legislative Coordinator, Taylor Howard, published an article, titled “Congress & Retirement Policy Round Up: Summer Vacation Edition” in the 2025 SPARK Marketplace Update.
In the article, Gaston and Howard detail how the SPARK Institute has been actively engaged with Congress to achieve SPARK’s legislative agenda over the past year and provide an outlook for the year ahead. Their article also highlights SPARK’s recognition of House Education and Workforce Committee Chairman Tim Walberg (R-MI) who was recognized as the 2025 SPARK Retirement Security Champion for a dedicated career improving the retirement savings for millions of Americans.
The article provides an outlook for legislative activity in 2025, including advancement of the SPARK endorsed Retirement Fairness for Charities and Educational Institutions Act to provide investment parity for 403(b) plans to invest in collective investment trusts (CITs) and unregistered insurance company separate accounts.
Gaston and Howard wrote that the final tax reconciliation package, enacted in July 2025, did not include any negative changes to tax incentives for retirement savings. The article states that “SPARK has been keenly focused on advocating for the preservation of current tax incentives for retirement savings and ensuring that the final reconciliation package does NOT include any changes to retirement savings.”
