Heather first joined Davis & Harman as a summer associate, and then as a part-time law clerk while earning her J.D. at the George Washington University Law School. Since joining the firm as a full-time associate in 2008, Heather has been building her practice in the areas of taxation, employee benefits, and insurance law.

Heather’s practice focuses on compliance, regulatory and legislative matters affecting employee benefit plans. She has worked on and continues to develop her expertise with regard to a wide-range of tax and benefit issues – including, day-to-day welfare and retirement plan compliance matters, plan drafting and documentation, health care continuation coverage (e.g., the COBRA premium subsidy), cafeteria plans and flexible spending accounts, ERISA fiduciary duties and prohibited transactions, ESOPs, and executive compensation issues arising under Code section 409A.
Raised in Pennsylvania, Heather graduated with a B.S. in Finance from the Pennsylvania State University in 2005.
Heather is a member of the District of Columbia Bar and the Bar of the Commonwealth of Pennsylvania.
