Michelle A. Garcia is an associate with the law firm of Davis & Harman LLP, practicing primarily in the areas of taxation and insurance law. Ms. Garcia also serves as the associate member of the firm's Recruiting Committee.

Joel W. Mann is an associate with the law firm of Davis & Harman LLP, practicing in the areas of taxation, insurance law, and employee benefits. Mr. Mann received his J.D., with High Honors, from the University of North Carolina School of Law in 2008, where he was an Articles and Notes Editor for the North Carolina Banking Institute Journal and was elected to the Order of the Coif. He received a B.S. in Business Administration and a B.A. in Political Science, both with Highest Distinction, from the University of North Carolina in 2004.
Mr. Mann is currently a member of the Virginia Bar Association. Mr. Mann is currently not admitted to the District of Columbia Bar.
Seth T. Perretta is an associate in the law firm of Davis & Harman LLP. He advises clients on a variety of federal tax matters related to ERISA and employee benefits, including welfare benefit plans, pension plans, executive compensation, and federal employment taxes. Mr. Perretta represents employers, trade associations, public policy organizations and financial institutions on a broad array of planning and compliance matters. Mr. Perretta has experience in drafting agreements with ERISA implications, including executive compensation agreements and administrative services agreements. He is a frequent speaker on employment benefit topics including consumer driven health care and the impact of same-sex marriage on ERISA.
Mr. Perretta received his B.S., from Cornell University and a J.D., from New York University Law School, where he was an Editor of the New York University Law Review.
Mr. Perretta is a member of the District of Columbia and Maryland State Bar Associations.
Alison L. Reynolds is an associate with the law firm of Davis & Harman LLP, practicing in the areas of taxation, employee benefits, and insurance law.
Ms. Reynolds received her LL.M in Taxation, with Distinction, from Georgetown University Law Center in 2007. She received her J.D., cum laude, from the Washington College of Law, American University, in 2005 where she was a Line Editor for the Journal of Gender and Social Policy. She graduated from the University of Kansas with a B.S., Highest Distinction, in 2002.
Ms. Reynolds is currently a member of the District of Columbia and New York Bar Associations.
Heather R. Stone is an associate with the law firm of Davis & Harman LLP, practicing in the areas of taxation, employee benefits, and insurance law.
Ms. Stone received her J.D. from George Washington University in 2008. She graduated with a B.S. in Finance from the Pennsylvania State University in 2005.
